Honestly, even the above gets further distilled down to butts, boobs, and muscles of different flavors... Flavors being the usual horror, the relatively more successful comic book genre, and then there is fantasy too going way back. The specific story lines are there to deliver on 3 things;
Sex appeal. Boobas, and muscles... who does not like those? Brainy smarts? Same thing different flavor.
Humor. Same jokes over and over in newly distilled ways which you can oddly enough at time see in 2000 year old reference material too in their own way.
Excitement. Can come in action scenes, or something about future tech... whatever. Thing go boom or something... intrigue or something.
Or a combination of those in various ways...
"but this Victorian era thingamabob what's it..." still falls in to that as far as relationship drama, humor, intrigue etc go. Those are all sub functions of the above 3.
