Motorsport engineering courses are very limited outside of the EU countries and America. You can have very skilled engineers that has a deep understanding of fluid dynamics, but to apply them to specifically motorsport, in a tight rule book requires a lot of hand-me-down knowledge from existing engineers within the sport.

Then we go into supply chain. If you take a look where all UK based teams are at, they are pretty much within a 100 mile radius of each other because that's where all the talent flock to, and where the suppliers for motorsports are at. If you ever have the chance to go to Silverstone, you would notice that across the road are endless offices belonging to motorsport companies.
