I can sort of believe that. You are smelly, in your underwear, super embarrassed and scared. You just want it to finish and get home. Having police involved means that your parents may find out, it also means sitting there for hours. I know I wouldn't bother, even if I was sexually assaulted, I'd just want to go home, not to go through all that bullshit.
